Issue No. 1 (11 October 2013)


- Motion on "Formulating long-term infrastructure planning to promote sustainable development" passed

- Motion on "Formulating a target ratio of housing expenses and a standard for the average living space per person" passed

- Debated a motion under the Legislative Council (Powers and Privileges) Ordinance to seek the Council's approval to appoint a select committee to inquire into the incident of the Secretary for Development Mr Paul CHAN Mo-po owning farmland located in the areas of the North East New Territories New Development Areas Project and related issues

 

At the Legislative Council meeting of 9 and 10 October 2013, the Council passed the following proposed resolutions:

(1) Proposed resolution moved by Hon Dennis KWOK under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Solicitors (General) Costs (Amendment) Rules 2013, which was laid on the table of this Council on 26 June 2013.

(2) Proposed resolution moved by Hon Dennis KWOK under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amendingthe Arbitration (Appointment of Arbitrators and Mediators and Decision on Number of Arbitrators) Rules, which was laid on the table of this Council on 3 July 2013.

 At the same meeting, the Council passed the following motions not intended to have legislative effect:

(1) Motion on "Formulating long-term infrastructure planning to promote sustainable development ", moved by Ir Dr Hon LO Wai-kwok.

33 Members expressed their views.

The amendment moved by Hon Charles Peter MOK was negatived.

(2) Motion on "Formulating a target ratio of housing expenses and a standard for the average living space per person ", moved by Hon Tony TSE as amended by Hon WONG Kwok-hing.

23 Members expressed their views.

The amendments moved by Hon Frederick FUNG and Dr Hon KWOK Ka-ki respectively were negatived.  As Hon WONG Kwok-hing's amendment was passed, Hon WU Chi-wai withdrew his amendment.

The Council also considered the following motion:

Motion under the Legislative Council (Powers and Privileges) Ordinance, moved by Dr Hon KWOK Ka-ki, to seek the Council's approval to appoint a select committee to inquire into the incident of the Secretary for Development Mr Paul CHAN Mo-po owning farmland located in the areas of the North East New Territories New Development Areas Project and related issues; and that in the performance of its duties the committee be authorized under section 9(2) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to exercise the powers conferred by section 9(1) of that Ordinance.

20 Members expressed their views.

The motion moved by Dr Hon KWOK Ka-ki was negatived.

At its meeting to be held on 16 October 2013, the Legislative Council will deal with the following matters:

(1) To debate a motion on "Vote of no confidence in the Chief Executive " moved by Dr Hon KWOK Ka-ki; and

(2) To debate a motion on "Optimizing public finances and enhancing the impetus for innovation in Hong Kong’s economy ", moved by Hon Kenneth LEUNG

Besides, at the Legislative Council meeting (The Chief Executive's Question and Answer Session) to be held on 17 October 2013, the Chief Executive will address the Council under Rule 8 of the Rules of Procedure, and to answer questions put by Members.
